Bees cannot be put just anywhere.  There are a number of criteria to be considered, including; will the bees have access to flowers to collect nectar, is there a permanent source of water.  Will the bees not be disturbed by people, and vice-versa.

Actually installing the hives in a new site is just the culmination of up to a year's work in getting agreement so that everyone knows what is going to happen and is happy with the proposal.
